Watch-spring steel hoops, bound with white tape; lower part has wider steel, also bound with tape, and is covered with fine red wool, machine sewn; red vertical bands, lined white, join the upper half-loops; two red bands, unconnected to loops, join lower part of frame to waistband at front; tie-tapes at waist; 30" diameter at base; maker's stamp at back; similar type illustrated in Nancy Bradfield, Costume in Detail, pp. 233 & 225.
